Hong Kong eyes bond issues to deepen debt marketPublished: 24 Feb 2009 21:36:53 PST HONG KONG, Feb 25 - Hong Kong plans to issue moregovernment bonds to further stimulate the financial hub's debtmarket, its financial secretary said on Wednesday during hisannual budget address. "In view of the current investment market conditions andlow interest rates, we believe that there is demand for qualitybonds," said John Tsang, Hong Kong's financial secretary. He said the sums raised will be credited to a fund to beestablished under local public finance legislation. The fundwill not be treated as part of the fiscal reserves and will bemanaged separately. While Tsang gave few specifics of the fund or the size ofissuance, he said approval would be sought from the city'slegislature as soon as possible. Tsang suggested the initiative stemmed from a desire topromote the bond market, rather than as a result of structuralfiscal difficulties, requiring the raising of public fundsthrough bond sales. "Promoting the development of the bond market is importantto reinforcing Hong Kong's position as an internationalfinancial centre." Despite this, Hong Kong's finances have been showingincreasing strain from the financial crisis after a healthysurplus last year. Tsang said the city's consolidated deficit this year isexpected to hit HK$39.9 billion ($5.2 billion), or 2.4 percentof gross domestic product. He added that he didn't expect abudget surplus to emerge till the 2012/13 financial year. The goods piled up in port started to decrease and the price of industrial products started to rise," Wen told a business audience at a dinner during a visit to London.The government has already pledged 4 trillion yuan ($585 billion) over the next two years to help boost domestic demand. Work on projects including rebuilding the earthquake-hit southwest and improving road and rail links is under way.Wen told the Financial Times that more might be needed."We may take further new, timely and decisive measures. All these measures have to be taken pre-emptively before an economic retreat," he said in an interview published late on Sunday.A plan to enable the use of some of China's huge foreign currency reserves for domestic purposes is under discussion, he told the paper.China's economic growth slowed to 6.8 percent in the last quarter of 2008, dragging down the annual rate of expansion to a seven-year low of 9.0 percent as the world's most populous country felt the impact of the global financial crisis.China targets annual growth of eight percent or above in order to support its 1.3 billion population. Wen told his business audience that he would unveil stimulus measures for shipbuilding and textiles when he returns home.Underlining his positive comments, he said 900 billion yuan in aggregate loans had been added to the Chinese economy in the first 20 days of January, more than double the figure for last November as a whole.China swung into a deficit in 2008 after a huge burst of government spending in the year's final weeks to combat the economic slowdown, data published on Sunday showed. MARKETS AND MORALITYWen said China's financial sector remained in good health."The financial sector in China has in the face of this crisis been affected to a certain extent, but generally speaking remains sound, healthy and stable," he told an audience of business figures at London's Natural History Museum.Looking at the roots of the crisis, Wen said large financial institutions around the world had pursued profits and left the ordinary people to clean up the mess."To learn the lesson, we have to combine market developments and morality. Hong Kong-listed TPV and Taiwan-based Inventec will hold 51% and 49% of the JV, respectively. However, the plan is still subject to approval from Hong Kong and Taiwanese regulators, sources said.The move shows that the two firms are seeking new revenue streams to ensure healthy desktop computer sales. Both sides refused to comment on production or shipment figures of the JV. China Seeks Greater Role For Yuan In TradePublished: 21 Apr 2009 17:31:22 PSTAuthor: Paul MaidmentChina's top central banker, Zhou Xiaochuan, caused a stir in March when he floated the idea that the U.S. dollar should cede its role as the world's reserve currency to the Special Drawing Rights (SDRs) issued by the International Monetary Fund. Now, Chinese Premier Wen Jiabao has stirred the pot some more by pledging more international use of the yuan--and by saying the economic policies of countries whose currencies serve as world reserve currencies require close international supervision.More From Forbes.com: In Pictures: The Hottest Young Royals In Pictures: World's Most Dazzling Royal Jewels In Pictures: Wall Street's 20 Highest Earners Global 2000: The Top 25 Biggest Companies The Asian Fab 50 Wen, who was giving the keynote address at the Boao forum, an annual conference of Asian government and business leaders in China's southern Hainan province, didn't cite the U.S. specifically, but the universe of countries issuing reserve currencies narrows pretty quickly to one. Chinese President Hu Jintao floated a similar idea at the G-20 summit held in London earlier this month, suggesting then that the IMF strengthen its oversight of reserve-currency-issuing economies--not that the idea gained any more traction than Zhou's, which preceded the summit. At the Boao forum, Zhou said his earlier comments were intended to help diagnose the root causes of the financial crisis. "Right now, not all the doctors have the same diagnosis," he said. Chinese leaders' criticism of Washington's economic management, which they have blamed in part for the global financial crisis, is becoming a leitmotif in the relationship between the two countries. They have also expressed concern about the potential erosion of the value of China's considerable portfolio of U.S. dollar-denominated assets (see "Beijing Shows Buyer's Remorse").Most of all, they have made no secret of the fact they would like to draw the U.S. into a more formal multilateral system of global financial regulation. It is an idea that resonates in both Asia and Europe, even if the consequently louder Chinese voice in such a regime is regarded with more caution.The expansion of the yuan's international role is constrained by its limited convertibility, but one thing China can do to promote wider use of its currency is to increase bilateral currency swaps. These effectively provide the country on the other side of the swap with yuan it can use to pay for imports (in practice, Chinese imports, as the yuan is not freely convertible).China's central bank has signed six swap deals since mid December, totaling 650 billion yuan ($95 billion), with countries from Argentina to Indonesia and South Korea (see "China Touts Yuan To Emerging Economies"). Wen now promises not just more of the same, but bigger swaps with more countries. They are presented as a way to thaw the current freeze on trade financing, but each swap reinforces the status of the yuan as a trade currency and enhances China's clout in the process.
